Liquor License Hearing: Turners Falls Schuetzen Verein Athletic Association – Change of Manager and Change of Officers for Annual Club License (00001-CL-0442) and Seasonal Restaurant License (00010-RS-0442)

Old Business

  • Review of Minutes: 8/29/22, 9/12/22, 10/11/22, 11/21/22, 12/5/22, 12/19/22, 1/30/23, 2/13/23
  • Update on Town Hall Frozen/Burst Water Pipe – Cleanup, Remediation, Restoration
  • Green Communities Grant for Insulation/Weatherization at Public Safety Complex
    • Vendor is able to hold its pricing.
    • Eversource incentive is only $5,526 vs $8,805 estimated and used in grant application

New Business

  • Specialized Stretch Code – Recommendation & Request from Energy Commission that a public informational hearing be held and adoption of the code be an article for the Annual Town Meeting
  • Fire Department Topics
    • Request to create Fire Prevention Revolving Fund beginning in FY24
    • Revisions to Fire Department Fee Schedule
    • Update on FEMA Assistance to Firefighters Grant application
  • Elected vs. Appointed - Treasurer and Tax Collector positions - discussion of merits, process, and timing
  • FY24 Heating Oil Delivery Contract – Sprague Operating Resources, with two one-year renewal options for FY25 and FY26.
    • Delivery markup for daily spot price is $0.3718 per gallon (current contract was $0.2906)
    • Delivery markup for fixed price is $0.4718 per gallon (current contract was $0.3210)
  • Good News: Gill’s CY 2022 Recycling Rate was 43.5%, 2nd highest among FCSWMD towns
  • Great News: Hiring Recommendation for Administrative Clerk position
  • Other business as may arise after the agenda has been posted.

Executive Session – The purpose of the Executive Session is to discuss strategy with respect to litigation, i.e. update on and strategy for FirstLight relicensing settlement talks regarding riverbank erosion and recreation
